The NRCS Act, No. 5 of 2008, and the Standards Act, No. 8 of 2008
The NRCS Act makes provision for, amongst other developments, a legal framework for the administration and maintenance of
compulsory specifications through the establishment of the National Regulator for Compulsory Specifications (NRCS)
to administer compulsory specifications.

The Standards Act, in turn, makes provision for the continuation of the South African Bureau of Standards (SABS) as a
public entity under the dti.
It recognises the SABS as the primary institution responsible for the development, promotion, and maintenance of standardisation, as
well as the rendering of related conformity assessment services. The regulatory function previously performed by the
SABS now resides with the newly established NRCS.
