International Trade and Economic Development Division

ITED's purpose is to develop trade and investment links with key economies, globally, and promote economic development, through negotiating preferential trade agreements, supporting a strong, equitable multi trading system and fostering economic integration with the continent within the NEPAD framework.

ITED will contribute to the realisation of the dti's strategic objectives by:

  • Expanding market access for South Africa's exports and facilitation of investment through free trade agreements, bilateral trade and investment agreements, and the harmonisation of standards and customs
  • Supporting economic development and capacity-building in Africa
  • Safeguarding and promoting South Africa's interests in the rules-based multilateral trade system
  • Ensuring compliance with international non-proliferation treaties
  • Conducting world-class global trade and economic analysis
  • Managing South Africa's tariff regime
  • Building a competent and effective institution to execute ITED's mandate, in cooperation with government, private sector, and civil society stakeholders

ITED has three business units:

  • International Trade Development
  • African Economic Development
  • International Trade Administration

International Trade Administration Business unit's main function will be to administer the trade agreements that have been concluded with various trade partners. It is envisaged that a Chief Director, supported by additional staff, will lead this unit. The first order of business will be to develop a clear outline of the functions and structures of the unit, followed by the advertising and filling of posts, once the structure has been approved. Soon after the main position(s) are filled, a clear business plan will need to be developed. Therefore, in light of the fact that this is a new unit, which still needs to be established, it is not possible to provide a clear budget allocation or outline the risk assessment at this time.

International Trade Development Business Unit (ITD), as part of ITED seeks to develop trade and investment links with key economies, globally, and promote economic development, negotiating preferential trade agreements, supporting a strong, equitable multi trading system. ITD is a policy development business unit, which seeks to design policy instruments to facilitate economic activity aimed at South Africa's further integration into the global economy in line with ITED's mission and vision. Its strategic purpose is therefore to negotiate international trade agreements on a bilateral and multilateral basis within the context of a global trading environment and to manage South Africa's tariff regime. ITD is composed of two Chief Directorates, Bilateral Trade relations and Trade Policy and Negotiations.

African Economic Development Business Unit's key purpose is to:

  • Promote and foster intra-Africa trade and to improve the productive capacities and competitiveness of African economies, with a focus on increasing value-addition and skills, technological content and standards.
  • Facilitate the identification of supply side constraints in African markets, and strategies to address them, including the provision of capacity building.
  • Diversify trade partners and markets.
  • Contribute towards and encourage debate on the development agenda of the continent with a view to providing capacity building in all areas.
  • Assist African countries with the interpretation of asymmetric trade agreements, e.g. AGOA.
  • To provide leadership, policy direction and coordination to South African stakeholders in the implementation of the trade and economic development priorities of the NEPAD programme, in particular, the Market Access, Intra-Africa Trade and the Diversification of the Production of Goods and Services initiatives.
  • To drive trade and investment projects aimed at fostering regional economic integration.
